Haggai 2:17 represents God’s failed punishments. God had punished Israel for their lack of worship, but His punishment failed to provoke the intended response. This is thematic in the Bible. Punishment is one of many tools God uses to reach Israel within the Bible, but it doesn’t often work.
I have taught for years that one of the themes of the Old Testament is that punishment has no tendency to reform.
That seems to be the case, generally. Kind David might be an exception.
I thing King David repented before he was punished unless you count his conscience bothering, shown by his attempts to cover up the adultery with the murder.
