Zep 3:17 The LORD your God is in your midst, a mighty one who will save; he will rejoice over you with gladness; he will quiet you by his love; he will exult over you with loud singing.
The book of Zephaniah details a coming judgment on Israel. The tone is serious and sober. Israel will be judged by God.
In the later half of the last chapter, a hopeful scene is set. God states He will save those who trust in His name. He will save them from their enemies.
This remnant will be God’s holy people. God expresses the joy He will have over Israel. He will love them. He will rejoice over them. He will sing to them and about them. This is not a picture of a God who cannot gain from relationships outside Himself. Instead, His love and emotions are tied to the health of the people. He values and loves them. They give Him joy.
This relationship is one of give and take, reciprocal exchange of value. God’s value of others is set as His primary goal in this chapter.

This is one way of explanation. _:
God exulted over Zephaniah with loud singing.’ We have to sing songs of praises of Him; as angels, & others .The following verses highlight it_:
1) Angels glorify God.
(Luke 2:13-14 ) states :’ When the angel of The Lord gave a sign to the shepherd s about Jesus’ birth, suddenly there was with the angel a multitude of the heavenly host praising God & saying, “Glory to God in the highest, & on earth peace among those with whom he is pleased!”
!!) St. John saw in heaven angel’s glorifying God .
(Revelation 5 : 9) states :’Seven angels sang the song of the Lamb:“Worthy are you to take the scroll & to open its seals, for you were slain, & by your blood you ransomed people for God from every tribe, language & nation.’
“Great & amazing are your deeds, O Lord God the Almighty! Just & true are your ways, O King of the
nations.”( Revelation 15 : 3 )

( Isaiah 6 : 2-3 ) states :’ Each seraphim had six wings: with two he covered his face, with two he covered his feet, & with two he flew.One called to another & said: “Holy, holy, holy is the Lord of hosts; the whole earth is full of His glory!”
2) Moses & the Israelites sang.
( Exodus 14 : 30,31,15:1)states :Thus the LORD saved Israel that day out of the hand of the Egyptians ; & Israel saw the Egyptians dead upon the sea shore & that great work which the LORD did upon the Egyptia ns :Then Moses & the Israelites sang this song to the LORD: “I
will sing to the LORD, for He is highly exalted. “
3) Some Levites,were musicians
(1 Chronicles. 9 : 33).
( 1Chronicles 15:16) says :’David told the leaders of the Levites to appoint their fellow Levites as musicians to make a joyful sound with musical instruments: lyres,harps & cymbals.’
4) Disciples sang.
(Matthew 26 : 30) states :’ When they had sung a hymn, they went out to the Mount of Olives.’
5) ( Acts 16 : 25) states :’ About midn ight Paul & Silas were praying & singing hymns to God & the other prisoners were listening to them.’
6) (James 5:13) states :’ Is any one among you happy? Let them sing songs of praise.’
7) (1 Corinthians 14:15) states :’ So what shall I do? I will sing with my spirit, but I will also sing with my understanding.’
Psalmist says _:
‘ Praise the LORD. How good it is to sing praises to our God, how pleasant & fitting to praise him!’ Psalm 147:1)
‘Sing to Him,sing praise to Him, tell of all His wonderful acts.’Psalm 105 : 2)
‘Make a joyful noise to the Lord, all the earth; break forth into joyous song & sing praises! (Psalm 98 :4 )
‘ Come, let us sing for joy to the LORD; let us shout aloud to the Rock of our salvation.'(Psalm 95:1)
‘ Sing to the LORD a new song ; all the earth; praise His name; proclaim His salvation day after day. ‘ (Psalm 96:1-2)
(Isaiah 54:1) states :“Sing, barren woman, you who never bore a child; burst in to song, shout for joy, you who were never in labor; because more are the children of the desolate woman than of her who has a husband,” says the LORD.’
(Ephesians 5:19) states :’Sing & make music from your heart to the Lord, speaking to one another with psalms, hymns & songs from the Spirit.’
We should sing among the gentiles, too As,
(Romans 15 : 9) says :’ As it is written: “ I will praise you among the Gentiles; I will sing the praises of your name.”
